Yes, that is the biggest issue with this plan. I'd say that any buyout would happen at the end of a series, ie winter/spring/summer/autumn.

I see what you mean. You're right - it's the banger-racing principle that's the important thing, with the bar sat at whatever level. In truth, you could spend what you like on the boat, just so long as you remember that it can be compulsory-purchased for £xxx.....
