On my old 12 I found that stripping the varnish with a hot air gun did both jobs at once. When I had to leave it for a year due to a back injury, the black stains were harder to get rid of, but careful applications of diluted Domestos (other brands of bleach based cleaner are available) did the tric...

The 490 is French (along with the 420, 445, 470 and 485). See http://uk.geocities.com/dinghydata/Deriveurs/490.htm. 16ft is 4.88m, so (not allowing for much elasticity of tape measure) it could be a 490.

It's an X4 right enough - the angled edge to the side decks, position of the cleats and the curve on the back of the daggerboard case/tank confirm it.
