I am pretty sure that Holt’s clear plastic primer is an acrylic paint. If you are spraying that over varnish the thinner in the acrylic may attack your varnish and cause your cloudiness, not a good situation.

Believe me I know. I used to sail the Pegasus in the frostbite series at Tewkesbury sailing club,around this time of year.
