I am confident that Nigel will tell me it is not a Lateen.

I thought it could be a "Distress Signal" but that I believe would be an inverted ensign.

Has the rigger here attached his halyard to the boom/kicking strap? :oops:

(Could start a new fashion.)

I think its what it says - a lug sail, but badly rigged. I suspect the tack is designed to be made fast at the bow.

The tack's unlikely to be made fast at the bow, as that would make it a dipping lug, requiring lowering and resetting on every tack. It's much more likely to be a standing lug with either the halyard not pulled up enough or the tack not pulled down.
