I have just been to see Merlin 2245 which the yearbook says is a Proctor IX. She has had a few well meaning and unusual buoyancy modifications and is need of some love (although very saveable).
Against expectations, she is made of GRP with wood decks and a large tank built in to the forepeak.
What is the history and reputation of these builds?

These early glass fibre Merlins were not a success and would advise to avoid although see this one is a freebe!

Yes, she is complete, and completely free.
Probably not the hardest repair in the world - I've added her to the For Sale section with more details following this morning's field trip to Bromley.
