IrfanView is a free (for non commercial use) utility for resizing, cropping, and adjusting photos. It runs on all windows from 9x - Vista.

If you dont have a decent photo package and you need to convert images to 800x600 @ <256Kb filesize, you *need* it.
If your photo package is slow to load or awkward to use you may find Irfanview more convenient.

As to possibly permitting Word documents. *NOT* a wonderful idea ever without the macro virus issue. There are too many incompatible .doc formats not to mention the .docx mess. Why not permit .rtf (Rich Text Format) documents? All Word versions should be able to save and open this format, It *cannot* transfer macro viruses and it will let one exchange *most* of what one wants from a wordprocessed document (though it *wont* embed any images etc.)

RTF is a good idea. The most important feature was to allow the posting of graphics, which appears to be working.

RTF is an excellent idea, as it is an open standard - all operating systems and every word processor I have ever used can output rtf which can be read everywhere.

PDF is an excellent alternative if you want or need to include images and diagrams in the document. Not an open standard, but nevertheless there are many free pdf creation and viewing solutions, for all operating systems (generaly you "print" a pdf file instead of printing to a printer).
