HYKEHAM SAILING CLUB SAILING INSTRUCTIONS

SAILING INSTRUCTIONS FOR THE CVRDA OPEN MEETING 2017

1. Rules
1.1. Racing will be governed by the rules as defined in The Racing Rules of Sailing 2017-2020, the prescriptions of the RYA, the CVRDA rules, the Notice of Race and these Sailing Instructions.
1.2. The event will be designated category C in accordance with ISAF Reg.20

2. Notices to competitors
2.1. Notices to competitors will be posted on the official notice board in the lobby at the east entrance to the clubhouse or on the course board in front of the clubhouse.

3. Changes to sailing instructions
3.1. Any changes to the Sailing Instructions will be posted at least 30 minutes before the start time of the race or races concerned.

4. Signals made ashore
4.1. Signals made ashore will be made from the jetty immediately in front of the club flagpole (mast).

5. Schedule of races
5.1. The race times will be as advertised in the notice of race.

6. Class Flags
6.1. The flag T will be used for the warning signal or an alternative to be nominated on the day at the discretion of the Race officer.

7. Racing Area
7.1. The designated racing area may cover the entire gravel pit. The course may be confined to the East or West end of the pit as determined by the Race Officer depending on the wind conditions.

8. The courses
8.1. There are no fixed positions for marks. The course configuration, approximate positions of marks and the order of rounding marks will be displayed on the course board in front of the clubhouse. Red background, mark to be left to Port, Green Background mark to be left to Starboard.
8.2. The number of laps will be displayed on the course board in front of the clubhouse.

9. The Marks
9.1. All marks will be Orange or Yellow bladder buoys.

10. The Start
10.1. Races will be started by using rule 26 with the warning signal given 5 minutes before the start (5-4-1-start) and may be started from either the Committee boat line or the Club fixed line.
10.2. The Committee boat start line will be between the flagpole on the Committee boat and an adjacent mark, which may be a mark of the course.
10.3. The Fixed Club start line will be between the white and black post on the jetty and a white post on the island.
11. Change of position of the next mark
11.1. To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.

12. Finish line
12.1. The Committee boat finish line will be between the Committee boat mast and an adjacent mark of the course.
12.2. Fixed Club finish line will be between the white and black post on the jetty and a white post on the island.

13. Time Limit
13.1. The time limit will be 90 minutes. Boats failing to finish within 20 minutes of the first boat finish or within the time limit, whichever is the sooner, may be scored “Did Not Finish”.

14. Protests and requests for redress
14.1. Protests shall be submitted in writing on forms available from the race office and delivered there within 30 minutes of the last boat finishing. If races are sailed back to back completed forms must be delivered within 30 minutes of the last boat finishing the last of the back to back races.
15. Scoring
15.1. Low points scoring system of Appendix A of the RRS.
15.2. Series ties will be broken using rule A8.1 and A8.2.
15.3. A minimum of two races are required to constitute a series.
15.4. If less than three races are sailed there will be no discard. If three or more races are sailed there will be one discard.
16. Safety regulations
16.1. Adequate personal buoyancy must be worn at all times when afloat. This amends RRS40. Neither a wet suit nor a dry suit constitutes personal buoyancy.

17. Declarations
17.1. Signing on before each race is not required although it will be necessary to have entered the event to be eligible to start a race.
17.2. A declaration sheet will be displayed in the clubhouse, which must be signed within 30 minutes of the last boat finishing. If races are sailed back to back the declaration sheet must be signed within 30 minutes of the last boat finishing the last of the back to back races.

18. Equipment and measurement checks
18.1. Before a boat is eligible to race her valid certificate, including current buoyancy endorsement may be required to be presented. If the certificate is not available then RRS78.2 may be applied at the discretion of the Race Committee.
18.2. Boats may be measured before or after any race at the discretion of the Race Committee.

19. Disclaimer of liability
19.1. Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

20. Insurance
20.1. Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000.

Conditions of Entry
All races will be sailed in accordance with the Racing Rules of Sailing 20017 – 2020, prescriptions of the CVRDA and the sailing instructions of Hykeham Sailing Club. The Hykeham Sailing Club reserves the right to make any alterations that it deems necessary.

Competitors are entirely responsible for their own safety, whether afloat or ashore, and nothing in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.
It is for each competitor to decide whether they are fit and competent to sail in the prevailing conditions. By launching or going afloat the helm and crew confirm that they are competent to sail and that the boat is suitable to sail in the conditions.
No action by the organisers can reduce the responsibility of the competitors nor will it make the organisers responsible for any loss, damage, death or personal injury; however it may have occurred, as a result of the competitors taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the members and trustees of the Hykeham Sailing club, the race committee, the race officer, and safety boat crew.
The provision of safety boats does not relieve competitors of their responsibilities.
