looks more like a Kestrel to me, or a Beaufort or something of that ilk, although I don't recognise the insignia on the sail.

Definitely not a Tempest...doesn't look deep enough in the forefoot to be a Kestrel but looks vaguely familiar, sort of a chunky Wineglass!? Guessing the sail is probably not original.

Andrew as it has a centreboard casing she looks rather like one of the Leader dinghy variants, nice forgiving craft to sail, albeit the sails are a bit confusing in the pics. So I think the Scouts used this keelboat is probably a descriptive error, however I could well be wrong.
After selling my Bermuda rigged sloop, kept on the moorings at Brightlingsea, a chap who started sailing a Mirror at Ardleigh,bought a Kestrel 24, and we had a first sail in the Crouch with her, out of Morgan's mariner.
A very gentle meander Hallways to Wivenhoe and back later,my new found friend reckoned his wife would even have enjoyed that outing and to use his boat anytime, which was flattering. (Probably unawares of my Faux Pas history)

Beaufort would be my guess too.

According to my "Boys Book of Sailing" it could very easily be a Marlin. A Proctor design from the middle /late 60s , a sort of watered down Typhoon. They didn't catch on!

Dinghy Recognition - Burret - shows Marlin has no stern tank. Same source strongly suggests that it is a Beaufort. Another Procter design, but Burret was not very complimentary - "She is neither a high performance racing dinghy nor a cruising / camping dinghy Thus she is unlikely to be sailed in large numbers".
The mainsail must be off of something else though as the Bueafort had a trumpet with a flag containing a B.

I think it maybe be an "Adventuress."
Similar size and a similar cavernous storage cupboard in the bow, designed to accomodate the picnic, dog etc.
Proctor design with built in bouyancy.
