Can I use International Toplac on a base of Hempel primer/undercoat?

Basically, yes.

These simple rules and few may help:

1. You can put one pack over any sort of two pack paint (be that two part polyurethane or epoxy)

2. You cannot put any kind of two pack over one pack

I've edited this bit:

3. You can put chlorinated rubber over alkyd, but not vice versa. The only chlorinated rubber paints that you are likely to see are antifoulings (almost all of them, but not much used on racing dinghies) and Hempel's deck paint.
